Birmingham is officially broke. The city council, the largest local authority in Europe,

is effectively bankrupt. This is an escape as audacious as it is embarrassing for the prison services.

Daniel Khalifa, it's believed, escaped by strapping himself to the bottom of a food delivery

truck, being driven off the prison, and now a nationwide manhunt is underway.

Somehow, day after day, it's felt as if their authority has been ebbing, that they've not been listened to, that they're not being treated as seriously as they were before. because everyone else has sat on their ass and done nothing?

No signs of that, no.
