The family of Walter Wallace Jr.

is not calling for the Philadelphia police officers who fatally shot him to be charged with murder. Family attorney Shaka Johnson told reporters on Thursday. They were improperly trained and did not have the proper equipment by which they could do their job, Johnson said. The comments came after the family watched body camera footage of the moments leading up to Wallace's death, which Johnson said shows him in an obvious mental health crisis. The footage, which is about 30 to 40 seconds long, shows Wallace emerging from a house with a knife as family members shout about his mental condition, he said. Johnson also claims the video shows Wallace was incapacitated after the first shot.

In a joint statement, the offices of Mayor Jim Kenney and district attorney Larry Krasner expect to say that they expect the footage and the 911 audio files to be released by the end of the week, end of next week.

Authorities say the investigation began early Wednesday night when officers responded to a

commercial burglary alarm and observed 10 to 15 staged vehicles on City Avenue on the Marriott parking lot.

Authority said officers observed some of the vehicles suspiciously leaving the parking lot later unsuccessfully attempting to ram the target located on Monument Road in the city's Winfield Heights section.

Officers then followed the van when it left the area and got onto the Schuylkill Expressway and later onto the Ben Franklin Parkway in the heart of Philadelphia.

Inside the van, investigators found a quarter or half sticks of dynamite, a handheld propane tank torch, a taser and various tools, including electric drills, bolt cutters, and machetes.
