In January 2017, Donald Trump inherited a complex, multifaceted counterterrorism campaign, and since taking office, he has escalated it rhetorically and operationally. On Tuesday, New America convened a panel with Joshua Geltzer and Luke Hartig, both former senior fellows for counterterrorism on the Obama National Security Council; Stephen Tankel, a professor at American University; and Shamila Chaudry, former director for Pakistan and Afghanistan on the National Security Council. They discussed how Trump has changed how the United States uses force in its counterterrorism efforts, and where he has stayed the course of the Obama administration.

I think with the Trump administration, it's hard to tell,

because there have been these kind of irresponsible skinny budgets that are released,

that it's hard to tell how serious of a policy document those are versus just

in attempt to make a strong case about his glossary.

And in many cases, it was involved dramatic slashes to the state department's budget.

Increases to the dependent gotten budget, although not always clear that it's in the most strategic way.

And then Congress takes a pretty active role and kind of reshapen it into what they think it ought to look like.

And so, you know, I haven't seen a really frank and I think honest budget conversation

and dissimistration that really lays out our resources and how they're going to help us accomplish
