The act says you must house inmates within 500 miles of their families, which is important, because when you cut inmates off from their families, they have no support system to keep them from going deeper into crime.

The act says you can't shackle pregnant inmates during pregnancy because that's insane.

It also lessens the disparity in the penalties around crack and powder cocaine because they're the same
