clapper versus amnesty international.

ruling in clapper V Amnesty International. At issue was the federal government's ability

to surveil communications between foreign suspects and their associates without showing probable cause.

Supreme Court set up a catch-22 by ruling that people who think they've been illegally

surveilled can't sue over it unless they can first prove the surveillance has taken place.

Don Verrilli, the Justice Department lawyer said it was a cascade of speculation.
