The country was still trying to make sense of Renee Goods' death in Minneapolis, January 7th, caught on video by multiple witnesses.

And then over the weekend, it happened again. On January 24th, Alex

Prettie was tackled to the ground and shot multiple times by ICE officers. Both were civilians,

both were U.S. citizens, both were in the vicinity of ICE operations to act as self-appointed

civilian monitors of federal officers' actions. From KERA in Dallas, this is think.

The Constitution makes clear our First Amendment rights to free speech and peaceable assembly,

and courts have clarified that freedom of expression extends to the right to observe

and record what's happening in public places.

But in Minnesota, where thousands of ICE agents have been sent to apprehend undocumented immigrants,

civilian expressions of constitutional rights have been met with lethal violence.

Molly Hennessy Fisk is a national reporter for the Washington Post who's been covering the activities of civilian ice monitors. Just to note,

she and I spoke before Alex Pretti was killed. Molly, welcome to think. Thanks for having me.

We should first talk about why civilians in some parts of the country are mobilizing to monitor

and document ICE actions. I mean, immigration and customs enforcement officers have

been charged with finding and arresting undocumented immigrants for more than 20 years.

Is there something different about the way the agency is working now?

Well, I think in particular, as I saw on the ground in Minneapolis and in the Twin Cities,

there are so many more ICE officers

who are out in these neighborhoods. It has really taken people aback. And then especially in the

wake of Renee Good being shot and people seeing the videos that were captured by these volunteer ice observers,

they call themselves a rapid response.
