Well, I think Chi has made it pretty clear at this point that he considers, I think, his phrasing, his favorite phrasing was like that SOEs are like the backbone of China's economy.

It's hard to imagine swapping out one backbone for another.

And so I don't think that there's really any doubt anymore that when it comes to the sort of what he calls the commanding heights of China's economy,

the state is going to take a very active hand. China's economy has slowed, local governments are

groaning under heavy debt loads, and the consequences of a property slump still loom

over President Xi Jinping. That's the backdrop against which the third planner,

a four-day meeting of the ruling Communist Party, weighed the path forward for the country this month.

How far the results of that meeting signal a meaningful shift for a country grappling with reform at home

and great power tensions abroad is the focus of this week's views room.
