His successor Todd Spitzer wrote a six-page letter to California's Attorney General Xavier

Bacera.

This is a very difficult letter for me to write.

As you know, I inherited an office plagued by scandal and ethical challenges.

After hearing what Rokakis and his chief of staff said in their sworn depositions, Spitzer

says he is unable to provide the victims or the defendants with a fair trial.

This is not a close call, he says.

It is a blatant abuse of power and misuse of government resources for personal gain by

the former administration.
