administration struggled to respond to the Supreme Court's ruling

that blocked the addition of a citizenship question to the census.

Initially, the Trump administration announced that the census would go forward without the

controversial question because they didn't have enough time to continue fighting the issue in courts without delaying

the census. But after a series of tweets by Trump, the administration made a

series of statements to a federal judge that suggested the administration

doesn't know what it'll do next, but is considering how it can add the citizenship question back to the census anyway?

Can the administration really add the citizenship question back to the

census? And would an executive order by Trump change anything?
