0:06.6	They are quite literally arresting people more quickly than they can process, which means
0:11.0	people are falling through the cracks, procedures are not being followed, and the system

0:15.6	Okay, but you make that sound like it's just a mistake.

0:23.6	There are times when ICE may make mistakes.
