In the past few hours and days, President Trump has ordered National Guard troops into two more American cities.

Portland, Oregon. He describes it as a war zone in Chicago, Illinois, which he calls a hellhole.

But the leaders of both cities and both states, all Democrats, are making it clear

they don't want the guard. They dispute the president's claims that crime is out of control,

and they are fighting him in court. Over the weekend, a federal judge appointed by the president

blocked him from sending troops into Portland. Mr. Trump is appealing that ruling. And today,

the governor of Illinois and the mayor of Chicago filed suit to try to block

the president from deploying troops in that city.
