11th special election will ask Seattleites to consider two competing proposals for how to fund

social housing. One proposal would create a new payroll tax on highly

paid employees. The other would use existing revenues from the Jumpstart tax. Also on the ballot,

two expiring levies to fund Seattle Public Schools. The Seattle City Council will consider a

proposal this morning to allow housing to be built near

T-Mobile Park and Lumen Field. Currently, the stadium district doesn't allow for residential

buildings. Council President Sarah Nelson is proposing the change. She says it doesn't make sense
