It seems like a small thing, but to me an important note of context as Jimmy Carter

takes office in 1977 is. It's really cold. I mean it's really cold. I mean it's one of the cold

this winter is on record the Ohio River freezes over there There's snow in Birmingham, Alabama

for the first time anyone can remember.

They're getting snow flurries in Palm Beach.

And in the areas where it's supposed to snow,

like upstate New York, you can't travel except by

snowmobile we're gonna get hit with the Blizzard of 77

all of this adds gravity to the need to do something about energy because everyone's

watching how many barrels of oil being consumed to heat homes and they don't know

where their supply is going to come from.

Then Carter takes office, a new president, not really enamored by many in his party.

You know, they have the same letter after their name.

But many of the people, as he looks at that dome across from Pennsylvania Avenue,

many of those people wanted somebody else in the White House. Carter submits his proposal. It has 113

different proposals and Carter says everybody's favorite thing in Washington.

This isn't going to be popular.
