draw the lines? Hello again. I'm Aronnell and this is To the Point from Public Radio

International. A daily look at the issues Americans care about most. Elections are democracy's

golden opportunity, the voter's

chance to hold officials accountable by throwing them out and choosing somebody else. But in 85 to 90

percent of America's congressional districts, that opportunity is denied when district boundaries are

drawn by incumbents to protect their interests. Gerrymandering is a process as old as the nation itself, now being seriously challenged for

diluting the votes of blacks and other minorities.

There's a lot at stake in North Carolina, Texas, Virginia, and other states important to the

makeup of Congress and this year's elections.
