In Chicago, citizens can introduce legislation into city council.

How is this done? What laws have been passed this way?

That's Matt Owens.

And Matt is someone who's had some experience trying to change the way things

get done in this city. And actually, he's right. There's a little known power that all

Chicagoans have. People like you to propose city ordinances. Well, sort of. There's not

really a concrete procedure. It's probably more of a phantom right than an actual right.
