unlike in the collusion case, where the Special Prosecutor did not find that crime was established

with respect to obstruction, the Special Counsel did not make a determination and says the

ultimately determined not to make a traditional prosecutorial judgment draws no conclusion

one way or another as to whether the exam and conduct constituted obstruction and goes

on to say that the Mueller report sets out evidence on both sides of the question and

leaves unresolved with the counsel, with the special counsel of use as difficult issues
