Our special guest this week is Samuel Hammond, Director of Poverty and Welfare Policy at the Niskanin Center.

So thank you one and all for being here.

Sam, we were very eager to hear from you because I gather you had a big role

in helping Senator Romney develop his child allowance plan.

And so I'd love to hear from you about the differences between what Romney proposed and what was enacted in this

COVID relief bill, the Biden plan.

Obviously the biggest thing is that the Biden one is just for one year,

it would now need to be renegotiated to be re-uped.

But tell us what you think are the outstanding differences.

Yeah, so, you know, my work goes back on this area for five years now.

We wrote a paper in 2016 called

Towards Universal Child Benefit.

And one of the goals that this entire time

has been to reform the way we support children

and families to make a more inclusive benefit system.

Anticipating that the Biden credit is going to be up for renewal,

probably as soon as December, because the tax year and the calendar year don't overlap exactly.

The Republicans are going to need a plan B. Republicans have historically been the champions
