Is it a problem of policy?

Who enacts these warnings?

Is that the security department?

Or is some bureaucrat at the college putting out these warnings when it's referred,

when they get notified of an emergency?

Who does it?

That's part of what this investigation, no doubt, will be.

The Department of Education stated that if these reports are true, there were serious breaches of Brown's responsibility

under federal law. The university defended its response. Okay, now they're defending its

response, stating that its system sent messages to

over 20,000 individuals within minutes of learning of the shots but the timeline

doesn't lie the gap between the first official reports and the first campus wide

alert is a damning piece of evidence. The delay,

combined with a series of confusing alerts that were issued and then retracted in the hour that

followed, painted a picture of a system that buckled under pressure, leaving its community

vulnerable when every second mattered.

So this sounds to me like, hey, cover up.

Hey, cover up.

And thank the Lord that the Department of Education is conducting this investigation that is unbiased because they're being sent in by the federal government and not a security company chosen by Brown University community, chosen by the president.

Because that could be more cover-up if they were allowed to do
