Summary

As the EU produces sweeping new proposals on previous red-line issues, can the Government really rewrite the Northern Ireland Protocol to everyone’s satisfaction? If Britain always intended to sign now and ditch it later, what will that do future relations with the EU? Plus, we read every page of the Coronavirus: Lessons Learned report to tease out what really matters. Adam Payne of politicshome.com is our guest.  “Will Johnson ever be able to say that Brexit is done? It’s more a case of, will he ever WANT to say that Brexit is done?” – Jill Rutter “Any future COVID inquiry will inevitably be hugely damaging to the Conservative brand – but this report is not going to damage this particular government.” – Adam Payne “It’s amazing that a report covering perhaps the biggest public health failure ever is a one-day news story.” – Jill Rutter “From the COVID report there’s perhaps too much emphasis on the advice and not enough on the political decision-making.” – Tom Sasse Presented by Bronwen Maddox with Joe Marshall, Jill Rutter and Tom Sasse. Audio production by Alex Rees. Inside Briefing is a Podmasters Production for the IfG.  https://www.instituteforgovernment.org.uk  See acast.com/privacy for privacy and opt-out information. I'm Bronwyn Maddox. This is a government that has been defined by Brexit and COVID,

0:19.0

and it's been a week in which the news has been dominated by Brexit and COVID, and it's been a week in which the news has been

0:20.9

dominated by Brexit and COVID. The government might well want to move on from the pandemic,

0:26.1

but it does need to look back too. This week brought a highly critical joint report by two House

0:31.5

of Common Select committees, and they set out the failures in the government's handling of the pandemic,

0:36.2

failures of decision-making, of delivery delivery and of the use of expert advice.

0:40.3

Failure which the IFG has been flagging for some time, as well as successes of vaccination,

0:45.3

we should say too.

0:46.3

So we're going to take a look at all that.

0:48.3

Brexit is back in the news too, and all the brinksmanship with Brussels that we're going to expect.

0:53.3

We're going to

0:54.2

discuss what the UK wants, what the EU wants and where this might end up. To discuss all this,

0:59.4

I'm delighted to be joined in the studio by IFG senior fellow Jill Rutter. Great to see you again.

1:03.7

Good morning. I'm delighted to be joined as well by Adam Payne, senior correspondent at Politics

1:08.6

Home. Hi, Adam. How are you? Hello, thanks for having me. Yes, I'm still standing just about, I'm one of the sort of 50% of people who seem to have caught this incredibly powerful cold in the last few weeks.

1:20.9

The super cold, yeah.

1:22.7

Is that what it's been dubbed? Yeah, so I'm very well, thank you.

1:26.3

Great. Well, you really immersed yourself in the

1:28.2

Brexit saga as the last Parliament, so I'm really looking forward to hearing what you've got to

1:31.3

say on this. Well, let's start with Brexit and turn our attention to the story, which before the

1:37.2

pandemic hit was really dominating politics and a great deal of our work at the IFG. Brexit is back
