Mr. Wang is in the middle of an eight-country Pacific tour, attempting to strike broad

cooperation agreements with island nations.

But a big meeting with ten of their foreign ministers today failed to reach consensus.

Sticking point seems to be on matters of security.

Last month a security deal that China inked with the Solomon Islands prompted a scramble
