What is art? Some would say that art is communicating beauty. Some would say that it's an

expression of imagination and some that art is simply a work that has to be appreciated.

The United States government agreed that art is something that should be appreciated.

So in 1965, President Lyndon B. Johnson,

formed the National Endowment for the Arts

in order to fund artists in their pursuit

of making works that have to be appreciated.

One such artist that received a grant through the taxpayer-funded National Endowment for the Arts

was artist and photographer Andreas Serrano.

The National Endowment for the Arts has determined that the people of the

United States needed to appreciate Mr Serrano's art.

Mr Serrano's pictures involve bodily fluid in some way.

He is also known for his erotic photography and he even has a display where he has pictures of corpses.
