Summary

As the second session of Congress opens in 1790, President Washington gives members an address on the State of the Union. This week, episode 365, State of the Union, 1790. Over the past few episodes, we covered Congress's first session,

which was supposed to begin in March 1789, but really didn't start until April because they

had trouble getting a quorum. This first session of Congress lasted until the end of September.

Now, during that session, Congress did a

great deal, much of which we covered over the last few episodes. This included establishing the three

executive departments, state war and treasury, as well as the Office of Attorney General. It also

established the entire federal judiciary. The president made appointments to all of those new offices, and the Senate confirmed them. The president made other appointments, such as new tax collectors and other things, so basically appointing the entire federal government. Congress also spent considerable time debating and sending the Bill of Rights to the states for ratification.
