I can give you the long and short we've been complaining about this for a long time.

There's a ruling in Boise some years back that if you got a homeless person in your town,

it is on you to provide them shelter.

And if they do not have shelter, if you haven't provided them shelter, then they get to

live anywhere they want to in your town.

They can put a tent anywhere they want because it's on you to supply them a shelter.

Well, a ruling came out of Phoenix yesterday.

I love this sentence.

But the most glaring misinterpretation of that ruling in another one is the inference

that anyone who has erected a tent or other structure in the public right of way is

intrinsically unable to otherwise obtain shelter.

That's just the first sentence that is awesome.

Yeah, just because that guy's in a tent over there, that doesn't prove that he's exhausted

all the other options.
