President Obama, who's been focused on ending conflicts, had a very different message today at the United Nations.

He promised American leadership against the so-called Islamic State and against Syria's al-Assad regime.

He said he'll increase the cost of Russia's illegal incursion into Ukraine. Does a new vision mean he has stopped pulling his punches? Also today, the campaign against sexual assault at colleges and universities. The new It's On Us is designed to engage men as well as women. But heated disputes continue over standards of proof, penalties, and even terminology.

I'm Robin Al-Nalny, back with To the Point. On the campuses of U.S. colleges and universities, as many as one in five women experience some

form of sexual assault up to an including rape. A federal program called It's On Us is designed

to shift the responsibility off the shoulders of women,

but the standards for handling both genders are unclear and changing fast.
