The Attorney General and DHS kind of dumped this problem in health and human services lap to fix.

And then beyond that, I think we do have a broader immigration law and policy question

and it's worth looking at how DHS has evolved over time.

I agree with Paul that the prospects for major immigration overhaul

seem unlikely at least in the next couple of years.

And that's partly because even though reasonable people on all sides probably agree that things need to be fixed and modernized,

the President has polarized the conversation so much and made it nationalist and ethnic based that probably a serious policy improvement is going to be hard to come by.
