I'm Mona Charen, syndicated columnist and policy editor at the Bullwerks, and I'm joined

by one of our regulars, Damon Linger, who writes the sub-stack newsletter notes in the

middle ground.

Linda Chavez and Bill Galston are away this week, but we are delighted to welcome three

special guests.

Steven Vladik, professor at the University of Texas School of Law, and author of the new

book, The Shadow Docket, Bob Schrum, a longtime democratic strategist and professor of political

science at USC, and David Kramer, former Assistant Secretary of State, and now executive

director of the George W. Bush Institute.

Well, I don't make it a habit to quote Vladimir Lenin, but he did say one thing that's appropriate

it seems to me, and it's this.

He said, there are decades where nothing happens, and there are weeks where decades happen.

And the past week, I think, qualifies as one of those, we have had two quite momentous

Supreme Court opinions handed down, and we have had an attempted coup, or something,

and David Kramer will enlighten us as to what is going on now in Russia.

So I'd like to start with the Supreme Court opinions.

First, we heard from the court in the matter of Moore, the Harper case that people were

dreading, because it was a testing this theory, the independent state legislature theory

that some scholars and activists had suggested meant that the boarding of the Constitution
