سولفنا في هذه الحلقة مع همام هاشم، المدير العام لبرنامج ضمان تمويل المنشآت الصغيرة والمتوسطة «كفالة».
سألنا ضيفنا في البداية عن فكرة برنامج «كفالة»، ونشأته والغرض منه؛ إذ كانت بدايته عام 2000 بعد توصية من البنك الدولي. و أكملنا الحديث عن مراحله وإعادة هيكلته حتى أصبح اليوم برنامجًا تابعًا للهيئة العامة للمنشآت الصغيرة والمتوسطة «منشآت».
انتقلنا للحديث عن أهمية هذه البرامج على مستوى الاقتصادات، والسبب الذي يجعلها تعمل وتنشط خلال «الأزمات»، مستشهدين بأزمة «كورونا» وآثارها في المنشآت الصغيرة والمتوسطة، وكيفية ضمان هذه البرامج شركات التمويل والعملاء أيضًا، والإجراءات المتبعة لدى تعثر العميل في السداد.
ثم سألنا ضيفنا عن «كفالة» تحديدًا؛ عن نسبة التعثر في السداد، ونسبة المديونيات الموجودة اليوم في السوق التي تضمنها، وتقديرها «بالريال السعودي». بالإضافة إلى الشروط الأساسية للحصول على ضمان التمويل.
يجيب ضيفنا عن كل هذه الأسئلة وأكثر، إلى جانب حديثه عن ضمان «كفالة» لفعالية الجهات التمويلية للاقتصاد، وبنائها شراكات فعالة مع الجهات الحكومية لتسهيل العمل.
