apparently some news organizations have access to.

So when a ransom clock runs out, law enforcement shifts gears from negotiation made to full

crisis response, except there really was no negotiation in this. It was a one-way negotiation. The kidnappers telling what they wanted

and where they wanted it and how they wanted it, but yet they were apparently unwilling to provide

what every law enforcement agency wants and what the family wanted, and that's a proof of life.

Without a proof of life,

I would advise as a law enforcement person do not pay the ransom, right? And we know that

Savannah Guthrie and her siblings were all ready to pay that ransom, but apparently they're not

getting a proof of life.
