Hello from CNN, I'm Joe Beck, with the five things you need to know for Tuesday, February 13th.

A strong Norista is underway and millions of people in New York and other major cities are bracing themselves.

It's expected to bring powerful winds and coastal flooding,

with the heaviest snowfall expected from eastern Pennsylvania through parts of New Jersey, New York State, and New England,

which could see up to a foot of snow.

Here's New York City's sanitation commissioner.

We will be prepared to plow every street, every highway, and every bike lane as soon as

accumulations hit two inches or more. The operation will continue until all streets are clear, which will likely be ours. The than a thousand flights have been cancelled so far. The Senate passed a more than 95 billion

dollar foreign aid package this morning. It includes support for Ukraine, security assistance

for Israel, and humanitarian help for people in Gaza and the

West Bank. And it's set the stage for a showdown with the House. House Speaker Mike Johnson

has made it clear that he's not a fan of the bill and so has

former President Donald Trump while a number of House Republicans have said

they won't support any aid packages that include sending money to Ukraine.

All of that means the bill is not likely to pass and it's not clear

whether Johnson will even hold a vote on it. The Israeli military tells CNN that it hasn't

presented its plan to the government yet for evacuating civilians from Raffer.

Last week, Prime Minister Benjamin Netanyahu ordered the military to plan the evacuation,

ahead of an anticipated ground assault on the southern Gaza city.

Israel is facing growing international pressure over the potential impacts of a ground invasion on civilians,

while Hamas's leadership says it would mean the destruction of hostage negotiations.
