Police have a suspect in a deadly car ramming.

after an SUV drove through a crowded street festival last night, acting police chief, Steve Ray, says there's a 30-year-old suspect.

That mail was taken into custody at the scene by the crowd.

It was a Filipino community event.

The crowd immediately called police.

We then took custody of the subject.

Authorities say the suspect doesn't have any terrorism ties.

He is known to police and has a history of mental health issues. Video of the aftermath of the attack shows the dead and

injured along a narrow street lined by food trucks. A new report says the pilot of a Black Hawk

military helicopter that collided with a plane over Washington, D.C., ignored

instructions to change course. A report published by the New York Times says the Black Hawk

pilot, Captain Rebecca Lovac, was conducting her annual flight evaluation. Her flight instructor,

Chief Foreign Officer to Andrew Lloyd Eves, was also acting as her co-pilot.

The report detailed the Blackhawks exchanges with air traffic control in the lead-up to the disaster,

which left 67 people dead. The Times says Eves told low back he believed air traffic control

wanted them to turn left about 15 seconds before the crash,

and that would have opened up more space between the copter and Flight 5342.

Instead, the two crafts soon collided over the Potomac.
