This plan needed to have two high-level goals. The first was to optimize as much as possible every

domestic resource. This included pouring money and time into creating substitutes for items

that it did not have domestic sources of, and this would also enable the second goal to be more

easily accomplished. That second goal was to guarantee that four resources that were imported into
