On the diplomatic front, the Lincoln administration wanted to plant the US flag in Texas

in order to counter French imperial ambitions in Mexico

that might include an alliance with the Confederacy,

which would make the job of putting down the rebellion that much harder for the Federals.

So a push up the Red River in Louisiana
