If you don't give your brain the stimulus it needs, it'll seek entertainment elsewhere in the form of distractions, in the form of daydreaming, in the form of mind wandering.

Look at it like this. If you're driving in your neighborhood and you're going slow, are you really focused on driving?

No, right? Because if you're going really slow, people now are doing, they're texting, they're checking their makeup, they're singing music, they're drinking their coffee. There can be five things when you're going slow. Let's say F1, you're driving, you're taking hairpin turns at 200 miles an hour or whatever. Are you checking your text messages? Are you thinking about the dry cleaning? Are you trying to sip some coffee? No, what are you doing? You're focused on just two things. What's in front of you and the act of driving. Same thing with faster readers. When you're going faster, you have no time to distract yourself to think about other things, to do anything else other than focus on the act of reading and what's in front of what you're reading itself. And because you have better focus, you have better comprehension, which means you also have better retention also.
