There's bad stuff happening.

So if we have intelligence that that's happening, we run it just like we would at DEA.

We go out and make test buys.

We buy the product.

We have it analyzed.

We create a portfolio of evidence.

It's just like we will with a DEA7, 7A, put together a whole file of it.

We do surveillance.

And once we have what we think is a representative case, it's very clear that we have a lot

of activities all adding up.

We know who the players are.

We've done surveillance.

We've worked through the first person we've bought from to buy from their source.

So we've gotten to a middle-level distributor.

Once we have all that, it's well organized.
