Teenager found dead in an alley now identified as 17-year-old Brianna Wells.

I cannot believe this case is still unsolved.

I'm gonna risk my mom, she has a very, an obsessive way of thinking about this.

These alleys in Phoenix, they are like secret veins of the city.

One thing that really disturbed me was the way the media was portraying her.

Because she wasn't a runaway troubled teen, like they said she was.

I just want to find out who did this and why.

You know, that's when I realized that it was a body, it was a female body.

Right here, right behind here, a 17-year-old girl was murdered. Today we are announcing the investigation into the Phoenix Police Department.

I wanted to ask you if you know anything about this case. Where to be doing their job? My God,

you talk to everybody. It's homicide investigation one-on-one. Every time somebody looks at this case or reads anything about this case,

the first thing the public says is where is the family and why aren't they doing anything?

I can live with it if not fault.

We as first responders, if there's anything that we could help, we would do it.

Unfortunately, in this case, we're not able to do that.

If we all live in fear, then we're going to let the monsters rule everything.

You're going to line up your sights. You're going to point it.

I've been in your community. I've been in your churches.
