The media has spent the last three days asking that question.

The Justice Secretary wants answers too.

In a statement to MPs, David Lammy explained

that things had gone wrong when Haddish Kabatou, whose crimes

led to protests in Epping in Essex, was due to be moved.

Mr Kabatu was scheduled to be transferred from HMP Charlestford to an immigration removal centre,

from which he was to be deported. Due to what appears to have been human error,

he was instead released into the community at 10.25 a.m.
