A Long Island foster father who took in troubled foster children for over 20 years and helped raise over 140 boys.

And by help raise, I mean molested 60-year-old Caesar Gonzálezá Mugaburu,

accused of sexually abusing seven kids and one dog.

Mugaburu was a strict disciplinarian.

He also beat the foster kids or made them stand outside in the cold or as one of his

victims named Daniel told the Daily News.
