Authorities believe that Hall was active throughout the 80s and into the early 90s.

Hall was arrested in 1994 and eventually confessed to kidnapping 15-year-old Jessica

Roach.

Although Jessica Roach had been abducted and murdered, Hall didn't confess to murdering
