A core goal of the British and French leaders during the months of the phony war was to investigate the

possibility of building up a coalition against Germany in Eastern Europe, or at the very

least, trying to find a way to spread the war away from France, to create a situation

in which Germany would commit its military resources to something, anything, other than

an attack into France in the spring

of 1940.

Almost all of these discussions, with one very important outlier, would not lead to any real

developments in 1940.

In Eastern Europe, the nations almost universally decided to stay out of the war in early

1940, a decision that, for many of them,
