They are aggressively ordering him to stop, and he absolutely would have no idea why that

would be happening.

And they certainly aren't identifying themselves as police, and they aren't dressed as police,

and they aren't in a police vehicle.

And he may very well have seen that they were both armed.

We need a thorough police investigation, and that should have happened from the beginning.

The fact that it didn't was wrong and certainly justifies people's outrage.
