The efforts of the Kriegsmarine existed in the shadow of the

advance of the First World War at sea, and they would reject the strategy pursued by the

Imperial German Navy during that conflict. That strategy was one of maintaining a fleet

in being, driven by the desire to conserve fleet strength in the belief that simply by existing, they

were having an impact on the British war effort.

A rejection of this strategy pushed the German naval leaders in the interwar years

into a pursuit of a fleet that could allow them to be more proactive with their resources,
