I don't want to give too much away, but it's set in the time of the first emperor, around 215 BC.

The first emperor became the first emperor, when he, as a king, conquered the other states,

and established his empire. Everything calmed within. He turned his eye outward,

to those beyond his empire, and the paranoid man thought of something that would keep them all at bay.
