of urgency shown by the Western governments when it came to getting the pact in place, and the

Soviet insistence that any agreement could only be signed after meaningful military planning

took place. What would not lead lethargic was Germany's attempt in August 1939 to sign a non-aggression

pact with the Soviet Union.
