However, that wasn't because of the role-playing system.

The Sailor Moon RPG was built in the Tri-Stat system, which is based on Big Eyes Smallmouth First Edition.

It's supposed to be simpler because it just has three core stats.

However, the sheer number of skills and the granularity of their effects makes it just as complicated as a game that would have a lot of different stats.

There are three different pools of build points that you need in order to build a character. Making it pretty impenetrable even to somebody who has a lot of experience
