Yes, this is true.

Any doctor can legally perform any surgery that they or that he or she wants to as long as the patient signs on the dotted line.

Surprisingly, that means that that myself I'm a board certified plastic surgeon

if I wanted to perform open heart surgery or take a

gallbladder out or birth a baby I could do that and it is legal as long as a patient signs on it.

And that is why and how a lot of doctors have gotten around

residency training requirements, board certification requirements,

and they practice plastic surgery, even though they have no actual training in it.

It is actually legal to do that as long as a patient signs a consent.
