Why are we experienced it because people, like Ted said, you're not sure when to use it?

Pretty much, because the application of it is so seldom that everybody just says,

screw it, we're not going to use it anyway.

And I believe you use the semicolon when a sentence that you finish is either able to finish right there with wherever you're putting it,

or it can go with a comma as well.

So, you never really need to use it.

Plus, the written word is going away, too.

People aren't writing dissertation so much anymore.
