0:00.0	All right, let's start today with news out of Russia and Ukraine.
0:20.5	These headlines are sort of unbelievable.
0:23.1	I've been a stop short of calling them Kafka-esque, but it's almost appropriate.
0:28.0	The Associated Press reports that Vladimir Putin, the Russian president, has declared
0:32.7	martial law in the annexed regions of Ukraine.
0:38.0	Now that headline might make sense if that there was really an annexation that took place.
0:44.5	What we're really talking about is occupied regions of Ukraine in which Putin is claiming
0:51.2	sovereignty, but in which there really is no sovereignty.
0:55.7	And so it's kind of a weird thing to say.
0:57.8	I'm declaring martial law in parts of a different country, which is fundamentally what Putin
1:02.1	is doing, but of course his perspective would be a different one.
1:05.2	Let's look at a little bit of this article and we'll talk about the reasons for this and
1:08.6	the implications and sort of what comes next.
1:12.0	Associated press once again, Russian president Vladimir Putin declared martial law Wednesday
1:16.6	in the four regions of Ukraine that Moscow annexed and gave additional emergency powers to
1:21.9	the heads of all regions of Russia.
1:24.6	Putin didn't immediately spell out the steps that would be taken under martial law.
1:28.6	I think we can guess some of them, but said his order was effective starting Thursday.
1:33.9	His decree gives law enforcement agencies three days to submit specific proposals and orders
1:39.4	the creation of territorial defense forces in those four annexed regions.
1:45.0	The statement here from Putin, again, it's all extremely dystopian.
1:51.4	Quote, we are working to solve very difficult large scale tasks to ensure Russia's security
