0:12.8	The sun came up and then it's set of Donald Trump's second term.
0:17.8	And while much of the chaos and the dysfunction of this administration might look
0:23.4	like incompetence as we go through the next four years, I think it's important to understand
0:29.4	that this is often part of a deliberate strategy.
0:33.1	And that is how I want to start the show today.
0:36.6	A multi-time guest on this program, Ruth Ben-Giott, calls this engineered incompetence,
0:44.5	which she defines as appointing unqualified people to powerful positions because indeed they
0:53.0	are unqualified in order to weaken those institutions, in order to consolidate
0:58.4	power, in order to prioritize loyalty over expertise.
1:03.4	And that is exactly the strategy that Trump is employing in this second term.
1:10.1	And that is also a hallmark, we have to admit,
1:13.7	of authoritarian regimes and it was also evident during Donald Trump's first term.
1:18.9	Let's talk about the first term first and then we'll talk about this second term.
1:22.6	Think back.
1:23.9	Betsy DeVos, a secretary of education, no business being in that role.
1:29.8	And what did she do?
1:31.0	She actively undermined public schools and protections for student borrowers.
1:36.0	Her lack of experience wasn't a bug.
1:39.0	It was a feature designed to weaken trust in public education by putting someone totally incompetent in charge
1:46.1	of it, which will make it worse.
