And we begin with man's best friends celebrating a big win down under.

The Australian region known as the Capital Territory

just passed a law making a daily walk mandatory.

Owners who forget about Fido face on thespot fines of up to $2,700. It's all part of new legislation

that recognizes dogs as sentient beings, meaning they can think and feel much like people do.

Getting exercise is just one of the new requirements.

Dogs and other house pets must also get adequate food, water, and shelter.

The territory is the first in Australia to decide that animals should

not be considered property. Instead, the law says they deserve a quality of life that reflects

their natural value and their importance to their families.

Back in the United States, it's only September, just a week into fall, but tell that to Mother

Nature. A super early winter storm blew through the

Rockies over the weekend, dumping two feet of snow on parts of Montana, and it's

not over yet. A total of four feet could fall before the storm peters out sometime today.

Meteorologists say if their models are right, the result could be historic,

beating the record for September snowfalls that way back in 1934.
