why shoplifting is happening.

The reason it's now an epidemic is that it can be done with impunity.

Shoplifters are almost never arrested and if arrested, they are not often prosecuted.

Dollar levels for felony shoplifting are frequently so high that stealing hundreds of dollars

of merchandise is petty larceny, which is ignored by police in many communities.

If shoplifters were aggressively arrested, vigorously prosecuted, fined and jailed and

if felony dollar levels lowered, we wouldn't need to lock merchandise behind glass and that's
